Thinks legislation by the Hong Kong Government unnecessary and

undesirable, but suggests

(1) That Her Britannic Majesty's Consuls te directed when vessels

are leaving on voyages of not gore than 7 days duration to re-

quire that a certificate of measurement etc., of the same.

nature as that now demanded under the Chinese Emigration Con-

solidation Ordinance 1939, te deposited with then, and

(2) That they te empowered to refust clearance if there is proved

overcrowding or grave suspicion of overcrowding."

5.Klukiang Consul,

Thinks it advisable that Consuls should te empowered to interfere if

necessary to prevent overcrowding, but that they should te con-

pelled to exercise direct and constant supervision; does not feel

competent to advise on the circumstances of the northern ports.'

A. Wubu Consul,

Considers the cooperation of the Chinese Government of primary and

paramount importance and that the regulations should be as slaple

as possible and similar to those regarding Passengers Steaners con-

tained in the third part of the Verchant Shipping Act 1994.

7. Pakboi Consul,

Suggests the application of Schedule 1 of the Chinese Emigration

Ordinance 1339 to vessels on voyages of not more than 7 days dura-

tion.'
